You will need to touch the hologram audio log to Establish a Device Uplink and begin the “Damage a tank to collect armor samples” quest. You can find a tank at the Daily Bugle area a little under the airship. It won’t be occupied, but there will be IO forces nearby so you can either gear up or run in and melee it while dodging the IO forces to the best of your ability. If you stick to hitting the wrong, you should be safe, as the IO forces don’t typically move up onto you.
